PREAMBLE

The Cuthaugula Coahuila Tribal Nation declares that the strength, sovereignty, and continuity of our people rests upon the sacred foundation of the 144 Tribal Families, each representing an ancestral bloodline, a cultural pillar, and a sovereign trust.

Through unity, contribution, and hereditary authority, these Families form the governing body, the economic engine, and the spiritual core of our Nation.

This document establishes:

* The authority of each Tribal Family

* The structure of the National Congress

* The economic contributions and benefits

* The rights and responsibilities of lineage

* The sacred obligation to preserve the Nation for seven generations



ARTICLE I — ESTABLISHMENT OF THE 144 TRIBAL FAMILY FEDERATION

Section 1 — Definition The 144 Tribal Family Federation is the supreme cultural, governmental, and economic body of the Cuthaugula Coahuila Tribal Nation.

Each family holds:

One (1) hereditary congressional seat

One (1) vote in national governance

One (1) Tribal Family Trust

One (1) share in the National Tribal Trust No more, no less.

There shall never be more than 144 families, and no seat shall ever be sold, traded, transferred, or absorbed by any outside group.


ARTICLE II — BLOODLINE SOVEREIGNTY AND FAMILY AUTONOMY

Section 1 — Bloodline Gatekeeper Status

Each Tribal Family is recognized as a sovereign bloodline unit.

Therefore:

* No family controls another

* No lineage overrides another

* No lineage overrides another

* No external authority may interfere with a family’s internal affairs

* Each family maintains its own history, genealogy, culture, and internal leadership structure.

The Tribal Nation is a Nation of Nations — 144 sovereign bloodline nations united under one Constitutional Order.


ARTICLE III — ENTRY REQUIREMENTS & ACTIVATION OF A FAMILY SEAT

Section 1 — One-Time Seat Activation Contribution

To formally activate a family seat, each family shall make a: One-time Tribal Family Entrance Contribution — $7,000

This activates:

* The establishment of the Family Tribal Trust

* The hereditary seat in Congress

* Voting rights

*Economic rights

*Diplomatic protections

*Rights to Land Bank benefits

This contribution is non-refundable and is considered a capitalization of the National Tribal Trust.

Section 2 — Monthly Tribal Contribution

Each Tribal Family shall contribute: $375 per month to the National Tribal Trust & Governmental Engine.


These contributions:

* Sustain national operations

* Fund the embassies

* Support the Land Bank

* Maintain the Tribal Courts

* Sustain cultural programs

* Power the UATEICOIN financial system

* Provide tribal insurance benefits

The Tribal Nation is self-funded, guaranteeing sovereignty and independence.


ARTICLE IV — THE TRIBAL ENGINE

Section 1 — Purpose

The collective contributions of the 144 Tribal Families create the Tribal Engine, which powers:

* Government

* Courts

* Treasury

* Diplomatic missions

* Cultural programs

* Land Bank acquisitions

* Security and emergency services

* Education and Mystery Schools

* Food, housing, and community development

The Engine allows the Nation to operate with no reliance on outside governments.


ARTICLE V — NATIONAL CONGRESS OF THE 144

Section 1 — Seat Structure The National Congress shall consist of: 144 Seats — One per Family Seats are: Hereditary Permanent Unchangeable Non-transferable Non-political Chosen internally by each family Each family maintains complete autonomy in selecting its own Representative.

Section 2 — Representation Each family appoints one Representative who: Holds 1 vote in Congress Serves at the pleasure of their family Must uphold sacred law Must serve with integrity Must represent the family’s interest faithfully The Nation does not interfere in internal family decisions.

Section 3 — Removal and Replacement If a Representative: Violates sacred law Commits corruption Threatens the Nation Abuses power Fails to meet duties They may be removed by: A 2/3 majority vote of the full 144-Family Congress. If removed, only the family may appoint the replacement. The family seat never loses its vote, only the individual Representative may be removed.


ARTICLE VI — RIGHTS & BENEFITS OF THE 144 FAMILIES

Each Tribal Family is entitled to:

A. Profit-Share Distributions

Families receive recurring distributions from:

* National Tribal Trust profits

* Land Bank income

* Diplomatic trade agreements

* UATEICOIN royalties

* Cultural and commercial enterprises

* Embassies and community commerce

B. Land Bank Access

Families gain:

* Access to tribal housing

* Agricultural and business land

* Participation in tribal settlement projects

* First priority for new land acquisitions

C. Tribal Insurance & Protection

Families receive:

* Tribal Health coverage (once activated)

* Tribal Auto protection

* Tribal Life coverage

* Diplomatic protection

* Emergency and crisis support

D. Cultural, Educational & Spiritual Benefits

Families receive access to:

* Tribal schooling

* Mystery School teachings

* Cultural rites

* Family lineage archiving

* Genealogical preservation

E. Diplomatic Protections Abroad

Family members traveling internationally may receive:

* UATEI consular protection

* Tribal passport recognition support

* Assistance through embassies


ARTICLE VII — DUTIES OF THE 144 FAMILIES

Each family must:

* Maintain monthly contribution

* Support Tribal Courts

ARTICLE VIII — PERMANENCE OF THE 144 FAMILY STRUCTURE

The 144 structure is:

No law, amendment, or vote may:

* Change the number of families

* Add or remove families

* Replace the family structure

* Dilute hereditary authority

* Override bloodline sovereignty


ARTICLE IX — THE 144 FAMILIES AS THE CORE INNER CIRCLE

The 144 Families form:
