REPATRIATION AND NATION ROLL OF THE CUTHAUGULA COAHUILA TRIBE
ANCESTRAL TERRITORIY OF THE CUTHAUGULA COAHUILA OF THE AMERICAS
TO WHOM THESE PRESENTS SHALL COME OR BE DIRECTED:
I, Lusa-Kio Yakaba (Thomas-Earl Lee), Chief Minko of the Cuthaugula Coahuila Tribal Nation, through the grace of the Creator, pursuant to the Grand Tribal Council of the Cuthaugula Coahuila. Further, pertaining to said sovereign treaty and natural authority, I do extend this communication from the office of the Cuthaugula Coahuila Tribal Trust and Cuthaugula Coahuila Tribe through right and necessity:
CUTHAUGULA COAHUILA aboriginal rights are protected as per United States Executive Order 12803 and 49 Statute 3097 Treaty Series 881, also, United Nations Declaration on the Granting of Independence to Colonial Countries and Peoples on 14 December 1960, UN GA/Res 1514(XV) and by provisions of customary and treaty based international law, granting the people all powers that had previously been claimed and exercised by alien peoples and their agents and assigns. Basic requirements that colonizing people transfer all powers to the colonized peoples is mandated at Article 5 of this Declaration and the affirmation of the Declaration on the Rights of Indigenous Peoples by the General Assembly A/61/L/67 September 7, 2007. The Independent Sovereign Treaty of Friendship and Proclamation of Independence, dated the 26th Day of August in the year 2020 is signed between: Independent Sovereign Maori-Tribal-HapuState, Wha Atua Nation, of Aotearoa (Nu Tireni/New Zealand), Maori State Government of 3 Constructive and Public Notice Aotearoa, Wha Atua Nation of Aotearoa; Independent Sovereign Nations of the National Association for the Advancement of Indigenous People (NAAIP) known as the Maipuri Arauan Nation.
IT IS HEREIN DECREED AND DECLARED that the aboriginal people of the Cuthaugula Coahuila Tribe do possess the right of self-determination and self-governanceas taken from International (UN) Conference Documents, Codes, Declarations (for reference), by voluntary consent and agreement, and by virtue of the principle of equal rights and self-determination of people enshrined in the Charter of the United Nations. It is herein decreed and declared that the Cuthaugula Coahuila people possess the right to determinewithout external interference, their political status and to pursue their economic, social and cultural development, and that every State has the duty to respect this right in accordance with the provisions of the Charter. Further, it is decreed and declared that the subjection of the MashapaugNahaganset people to alien subjugation, domination and exploitation does surely constitute a violation of these international principles, andsuch actions of oppression are fully considered a denial of fundamental human rights, and contrary to the RIGHTS OF MANand the LAW of NATIONS, which are subject to the intent of said Charter; delivered via the authority established within the International Covenant on the Rights of Indigenous Nations, initialed July 28, 1994. SUPPORTING INTERNATIONAL RIGHTS as established by:
UNIVERSAL DECLARATION OF HUMAN RIGHTS: The United Nations’new Human Rights Commission set out to draft the document that became the Universal Declaration of Human Rights. Roosevelt, Credited with its inspiration, referred to the Declaration as the international Magna Carta for all mankind. It was adopted by the United Nations on December 10, 1948. In its preamble and in Article l, the Declaration unequivocally proclaims the inherent rights of all human beings: “Disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspiration of the common People…All human beings are born free and equal in dignity and rights.”
International Covenant on Economic, Social and Cultural Rights: G.A. res. 2200A (XXI), 21 U.N.GAOR Supp. A Vo. 16) at 49, U.N. Doc. By virtue ofthat right they freely determine their political status and freely pursue their economic, social and cultural development・ 3. The States Parties to the present Covenant, including those having responsibility for the administration of Non-Self-Governing and Trust Territories, Shall promote the realization of the right of self-determination, and shall respect that right, in conformity with the provisions of the Charter of the United Nations.

All peoples have the right of self-determination; by virtue of that right they freely determine their Political status and freely pursue their economic, social and cultural development.
International Convention on the Elimination of A11 Forms of Racial Discrimination, G.A. res. 2106 (XX), Annex, 20 U.N. GAOR Supp. 0[o. 14) at 47, U.N. Doc. (1966), 660 U.N.T.S. 195, entered into (2)Jan. 4, 1969. Article I l. In this Convention, the tem一’racial discrimination’’shall mean any distinction, exclusion, restriction or preference based on race, color, descent’or national or ethnic origin which has the purpose or effect of nullifying or impairing the recognition, enjoyment or exercise, On an equal footing, Of human rights and fundamental freedoms in the political, economic’ social, Cultural or any other field of public life.
Convention on the Prevention and Punishment of the Crime of Genocide: 78 U.N.T.S. 277, entered into force Jan. 12, 1951. The Contracting Parties confirm that genocide, whether committed in time of peace or in time of war is a crime under international law which they undertake to prevent and to punish. In the present Convention, genocide means any of the fo1lowlng acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such: (a) Killing members of the group; (b) Causing serious bodily or mental harm to members ofthegroup; (C) Deliberately inflicting on the group conditions of life calculated to bring about its physicaldestruction in whole or in part; (d) Imposing measures intended to prevent births within the group; (e) Forcibly transferring children of the group to another group. Article 3 the following acts shall be Punishable: (a) Genocide; (b) Conspiracy to commit genocide; (C) Direct and public incitement to commit genocide; (d) Attempt to commit genocide; (e) Complicity in genocide. Article 4 Persons committing genocide or any ofthe other acts enumerated in article 1 shall be punished, whether they are constitutionally responsible rulers, Public officials or private individuals. Article 5 The Contracting Parties undertake to enact, in accordance with their respective Constitutions, the necessary legislation to give effort to the provisions of the present Convention, and, in particular, to provide effective Penalties for persons guilty of genocide or any ofthe other acts enumerated in article.
COMMITTEE ON THE ELIMENATION OF RACRAL DISCRIMINATION (CERD)In its concluding observations on the combined seventh to ninth periodic reports of United States ofAmerica’’; according to the report: “1. The Committee considered the seventh to ninth periodic reportsof the United States of America, Submitted in one document (CERD/C/USA/7-9), at its 2299th and2300th meetings (CERD/C/SR.2299 and SR.2300), held on 13 and 14 August 2014.” At its 2317thmeeting on August 26, 2014, CERD adopted many concluding observations, including the following:refer Convention on the Elimination of All Forms Racial Discrimination.’’ END OF SUPPORTING REFERENCES:
It is decreed and declared that the establishment of the sovereign and independent standing of the Cuthaugula Coahuila Tribe is enshrined in the rights of self-determination and self-governance, and includesthe choice of association or integration with other States or bodies politic. As such, the Cuthaugula Coahuila Tribe,an independent aborigine political body,stands free to determine for its people and tribal members the methods and modes of implementing the right of self-determination without interference from colonial entities.
It is further decreed and declared that the Cuthaugula Coahuila Tribe has the right to build a safe and productive existence for its members; protecting under international law and power, the Tribe’s dignity, security, culture, persons, people, papers, properties and historiesfrom encroachment and interference; the Cuthaugula Coahuila Nation decrees and declares its right to live in Peace, Harmony and Balance with all American communities, while establishing a system of sustainable commercial enterprise, free and unencumbered by forced labor, unlawful taxation, unlawful and unauthorized theft of children, and exists without being subject to illegal, irresponsible, discriminative private or State powersthrough jurisdictional interference of protected aborigine rights;
THEREFORE; It is declared and decreed that ALL indigenous aborigines of the Cuthaugula Coahuila Tribe,having the right of self-determinationand self-governance, living in the ancestral territories of the Cuthaugula Coahuila Tribe, previously misclassified as citizens of the United States of America, are herein declared to be expatriated and no longer subject to the “Trust” of the United States, Inc. government’s jurisdiction; said members of the Cuthaugula Coahuila Tribe are in fact, “Wards”, “Citizens” and “Beneficiaries” of and to the tail-Estate and “Tribal Trust Charter” of the Cuthaugula Coahuila Tribe, established in accordance with the Hague Trust Convention.
BY OFFICIAL DECREE, the below listed individuals are herein repatriated as aborigines protected by the Constitution of the Cuthaugula Coahuila Tribe, having all the rights and protections afforded under international law, Law of Nations.
